How do you define a winning economy ? I would say a winning economy is one where there is a net job creation over the tenure of the presidential term.

And yes this does account for population increase as well. Talk to me when we have crossed that figure.

EDIT: Also may I add the employment that people find is commensurate with their skill sets. In other words under employment don't count.
