It was definitely easier to find a job in Canada than in US when layoffs over here were at its peak a couple of years back. Canada also has been a beneficiary of some outsourcing (right term would have been off shoring but they are inshore :-)

I don't know much about France or Germany (even Canada for that matter except for the blurbs I had read about their job situation when we were down).
