We both know that the politically correct answer to this question would be that such a horrific event is not to be pondered. But let's take a step back and have a look at the question in hypothetical terms. My guess is that even after a "20K hit" the reaction wouldn't be a foreign military operation unless there is precise knowledge about the headquarter of the perpetrators. The more likely outcome would be domestic changes, politically some kind of Patriot Act, psychologically an increased suspicion or even hostility towards Arab-looking foreigners (if it was an AQ attack).
