The process is kind of slowly in place. It seems now, by default, all school districts should send a list of high school roll to the DOD (department of death/defence) if they want to receive Federal money. Parents need to explicitly opt out to keep their kids name away from that list.
With a simple db search it won't be too difficult to spot all those low income, highly qualified potential brave warriors.
Since they can be all they can be and that too there is a lot money waiting for their college endeavor there won't be dearth of enrollment.
