I guess Woodward remembers this tactic from the days of Watergate. Of course Powell knew there was a plan to attack Iraq, after all it had been in the works since the tenth day after inauguration. Powell wasn't informed that war was inevitable until after the Saudi got word. After all, how many oil wells does Powell have?
