No,some elements of the cabinet were inclined to surrender. It is not at all certain that it would have occurred. Pro- war members of the cabinet went so far as to consider assassinating the Emperor, who leaned towards the peace group, rather than surrender, and even after the Emperor surrendered, various naval outposts experienced mutinies by junior officers who could not accept capitulation.
