The idea of a demonstration on an isolated island was pushed by a committee of nuclear scientists headed by Leo Szilard. It was decided that the psychological blow would be blunted; that the announcement of a demonstration would be counterproductive if the new technology failed; and that it was difficult to predict how rapidly mass construction of such bombs would be possible, in case the Japanese were insufficiently impressed. In order to get maximum impact out of the two bombs that were ready to use, they chose live targets.
