Clinton did not ignore bin Laden, that is true. He paid more attention to him than Bush did, pre-9-11.

Clinton's actions were in measure to the perceived threat and to the actions taken by bin Laden. Could he have done more? Possibly, but if he would have done more it might not have set well with the people or the congress or the world pre-9-11.

As far as Tora Bora goes I think we wanted more than a stain as evidence to prove Bin Laden was dead. That may have been a tactical error as well

Yes, there was a tactical error. Letting the Afghan soldiers keep an eye on bin Laden. Then during a "cease fire" bin Laden escaped over the mountains into Pakistan. So here is the guy responsible for 9-11 and the murder of 3,000 innocents...and we let the Afghans take charge of the operation? A few weeks before they were on the side of bin Laden...now they get paid by the US...but probably were paid handsomely to look the other way while bin Laden made another escape.

That was the best opportunity to date to get bin Laden with full legitimacy. And it should have been done without fail.
