Maoris were conducting cannibalistic wars for centuries before the British arrived and signed up for the Treaty of Waitangi which is in force to this day. The reason for nominating Iraq in particular and Israel as well is that they are exceptional countries. Iraq because there is no state now, merely an occupied region with conflicting aboriginals and no reasonable mechanism to form a government other than civil war and toughest gang wins [which they already had with Saddam, which nearly everyone seems to agree wasn't a good way to run a country], or occupying power rules, [which the USA is trying to establish, along with the Cow], or a NUN establishment of local government [maybe with three autonomous regions]. Israel because the UN messed up last time, establishing a country without a sensible constitution. Kuwait because they should be another autonomous part of Iraq's NUN setup. Come to think of it, Saudi Arabia probably should be too. What the heck, include Syria too. But back to NZ, you are quite right. New Zealand should be leading the idea. I've been advocating just that for a couple of decades. NZ was first to give women a vote. NZ was first to have the top bunch of positions running the country held by women. It's a positively Amazonian place, with the sisterhood, or coven, depending on your point of view, holding the positions of: Monarch, Governor General, Chief Justice, Prime Minister, various Ministers of the Crown such as Minister of Justice [not just the low ranking positions], Judith Potter [who is a high-ranking judge], largest NZ company [Telecom], Telstra, leader of the Greens [joint position - one of them, not just marijuana, though they are keen on that too], a couple of Mayors [though Auckland is now held by John Banks] and women rule the roost at home too. Anyway, back on track, Helengrad under the sisterhood is a keen supporter of the UN, even in its present form. I should really be pushing them to get it in a better form and sign up, as you say. We could have a referendum and be first country in. You barbarians could follow as you realize it's the civilized way to go. As you say, start where it's easier and develop it from there. Sometimes though, because of the drama of a situation, it's often easier to start where there is the biggest mess. For example, the USA got Japan and Germany on track after huge carnage during WWII. A new constitution and hey presto, both became excellent civilized countries and very wealthy too, contributing mightily to the world's well-being. Mike Moore was running the WTO for a while [he wanted to be Prime Minister of NZ but was booted out at the first election - he took over from Palmer, who had rotten polls]. He'd be keen to take on the project. Note to self: phone Mike when back in Auckland and see if he'd like to take it on. Or, on the other hand, get Rodney Hide and Act New Zealand to do it. Maybe Stephen Franks [also Act] would be the best place to start. Hmmm. Anyway, I'll tell you how I'm getting on with it. Meanwhile, if you are sick of seeing a lot of conflict and dead people, you might like to consider the idea for your own area. Maybe China, Japan and India could help NZ make up a quorum. That would give some numbers and cash flow. Japan is a little hard done by in the current UN establishment. India too. Mqurice
