At no point before the bombings of Hiroshima and Nagasaki was the Japanese government prepared to surrender on the sole basis of the personal safety and nominal continuance of the emperor.

Actually, the final Japanese surrender came before the Nagasaki bombing.

Truman rushed to bomb Nagasaki before the Japanese government could assess Hiroshima. This reminds me of how Bush rushed to invade Iraq before the inspectors could complete their work.
