Yes, I noted that too. Don't know if it's accurate, but he's spent a lot more time conversing with Powell than I ever will. To others that may not have seen Rose, the idea (my phrasing) is that Powell would have believed he was abandoning the troops by resigning just prior to the war. Moreover, it wouldn't have stopped the war. So, it would be better to stay. That way, at least the troops would still have an advocate in the cabinet.
