That wouldn't surprise me one bit (although that seems rather high, probably more like 50%). The whole military scam is set up to siphon off money. The Pentagon rarely audits where the money is actually being spent. They just assume 25% is stolen. If more is stolen, so what? It's their buds doing the stealing.
