Hmmm....looks to me more like the US closing the door to Indians: "the cap on H1-B visas has been reduced from 195,000 last year to 65,000 this year"

This is one of those idiotic policy decisions. People in the US worry about outsourcing to India etc. so they then reduce visas for Indians to come work in the US which encourages employers to employ the Indians back in India even more! Or to send US trained Indians back to India to work for them! In the meantime Bush wants a new amnesty for illegal immigrants....

(I am an H1-B myself but apparently exempt from the cap anyway).
