You're a dolt (like I have said before). You stating something is a lie does not make it so. The figure you are pulling out is a bit misleading though, but not a lie.

Who are the zero tax filers? They are the ones who have enough deductions and credits to erase their federal liability. That means after taking all legal credits and deductions, they will receive back every penny of federal income taxes withheld.

Doesn't this indicate that those in the cited category
would also receive back their share of FICA withholdings
or does it just refer to the balance of withholdings?
(I'm not sure what is included in that category)

Don't forget that in the case of employees,
versus the self employed, regardless of the tax liability
of the workers, the employers are still saddled with
their half of the payroll taxes (i.e. FICA).
