It is very difficult to cite any cases because of that fact. Pre 9/11 history is much different from post 9/11 history. The ME is very emotional and difficult area to even discuss, let alone make peace. As you suggested, the debate is really each side calling the other the aggressor. With all that as background, it is clear that, given the opportunity, the Palestinian terror organizations, probably with Arafat's approval and support, will continue to target civilians with terror tactics. This is not something that is made-up or a fiction. One may argue that a terrorist is someone else's freedom fighter, but the fact is that those targeting civilians with other people's children as suicide murders are terrorists. So Israel has a choice - or rather several choices. 1) Do nothing and hope the world is revolted and comes to its aid. 2) Full scale war. 3) Deport large numbers or kill them. 4) Kill leaders. I don't think the first choice is ever going to happen. History has shown that saving Jews is not a very big priority. 4 is awful but a more effective and efficient choice than 2 or 3. I really wish there were another way and that both sides could eliminate their current leaders and bring peace. However, without that, the Israeli surgical strikes have been effective and efficient. Asking whether it will lead to peace is like asking whether it will be sunny on a certain day or whether there will be another 9/11. I have posted that I would urge Israeli leaders to simultaneously make an aggresive push for peace. I have also posted that it would be brilliant for Hamas to announce that they were taking the high road and offering a cease fire, one that would be enforced, no strings attached. NEITHER SIDE SEEMS WILLING TO MAKE THOSE MOVES. So back to your question - Efficient it is and, unfortunately, necessary IMO.
