This seems similar to the way the administration "made it sound like" there was imminent risk to our homeland from Iraq.

Probably because they believed it, though they couldn't prove it. Just like Monbiot believes that crazed religious fanatics are running the Bush administration.

Are you thinking of enthymematic argumentation? An article posted to this thread awhile back implied Bush employed this technique. It's a sophisticated oratorical trick, something I thought Bush detractors thought he was incapable of...
