Judging from the past, UN involvement does not mean troops from France and Germany. Typically, UN peacekeepers are from poorer countries such as India, Pakistan, Egypt. And to my knowledge they go in as peacekeepers. Not with AK47s, bayonets etc. The richer countries such as France and Germany generally fund the UN operations and thereby fulfill their obligations in a international operation.

But one thing is certain with Kerry coming in and involving the UN; no longer would the US taxpayer be required to foot all the cost for Iraq, no longer would the US have so many men and women dying in Iraq.
