The situation needs to get handled fast.

I would hope that it would not mean attack the holy city. Bush should take command of the situation since the solution is more political than military. Similar to what his father did during Desert Storm where he took charge after the Iraqis were pushed back from Kuwait. He ordered his General to not advance towards Baghdad to addresses the politics of the situation.
