It won't take a commission to come up with the answer. Is incompetence in government a surprise to anyone who has dealt with any branch at any level? The US has probably the best governmental system but it is riddled with waste, mismanagement, fiefdoms, etc. Sharing of information w/i our intelligence community has been hindered by both parties, by Congress and by many administrations. It's amazing we haven't had more 9/11's. As you post, I hope that real changes comes of this, not just more committee tv crap, "What did the President know and when did he not know it?" Bush had no freakin' idea what he was having for breakfast let alone that there would be a bunch of whacked out Jihadists flying hijacked planes into WTC on that particular day and nobody is ever going to prove to the contrary. They can prove that our government is incompetent with respect to security and heads should roll and perhaps the administration should be changed. but to the whack jobs that want to prove it was anything but crazed fundamentalist Jihadists, you are wasting time from finding ways to prevent this from happening again.
