Yes, Condi Rice was appointed because of her race and gender. No doubt because there were many much more qualified people. Powell would have gotten a top job with either administration (Gore offered too). Powell is a true black hero who IS qualified. Rice is a strange woman unqualified for such an important position, despite her intelligence. She doesn't seem to be able to think for herself and merely parrots Cheney's lies. She like Cheney and Bush were completely AWOl on terror prior to 9-11 and they still canot make the right decisions.
