Palestine was really part of Syria (the southern province) and the Capital was and is Damascus.

During the Ottoman Period (1519 - 1918). During the last years of the Ottoman Empire, the Area that became Palestine (not including Jordan) was part of three Ottoman vilayets, all of which included territory outside the later Mandate, the Vilayet of Damascus, the Vilayet of Beirut, and the Independent Sanjak of Jerusalem.
