Native American reservations are sovereign territory.

It would be about as as inappropriate for CDC to draw up smallpox vaccination plans for them as it would be for, say, Canada or Mexico.

If they don't like "white man's ways" -- maybe they should rethink that a little bit.

But my guess is not.


You might send an e-mail to the Feds to straighten them out. When the States sent in their plans for smallpox vaccination, it was the feds that sent the plans back directing the States to include plans to address native Americans on reservations. The Feds are apparently not as well informed as you regarding the sovereign territory issue. I'm sure they would appreciate your expertise on the matter as much as I do.
