There are no flashes of light. You must be looking at the wrong thing. Look on the right hand side, as the building is falling, in the part where the building is still unaffected. A puff of smoke comes out from the building at a level about three floors below where the building is crumbling. And again, when the building has collapsed about ten more floors, a second explosion, also about three floors below where the building is collapsing, is seen.

There are no flashes evident because the puffs of smoke are coming from that part of the building which is away from direct view.
