Monbiot probably got those figures secondhand from somebody, and used them to bolster his argument, such as it is. He and a lot of European leftists really do think that American foreign policy is being driven by Rapture-believing Administration officials, and it alarms them. The fact that American foreign policy would be the same if Ashcroft and Delay and the unnamed Senators were not in their positions but George Bush was escapes them.
