There is still a lot of distrust between us and the members of the IGC. The insurgents have been claiming for a long time that US troops invade their homes, steal their money, shoot or rape women etc, and that 90% of the casualties are civilians The stuff Al Jazeera likes to print or show. We claim that the new Iraqi police will not fight, will join the insurgents if threatened, will feed info to them. and that insurgents hide behind civilians as buffers or even shoot them and pass the blame on us.. Before the IGC makes a final decision on the fate of Al Sadr, they want proof of what has been happening in Fallugha- ie, who is shooting first, who is lying. They can visit the hospitals, talk to the doctors, find that only 19% of the casualtries are civilians. They can assign trusted Iraqi police to go with our patrols and give first hand accounts of what occurs. They can talk to leaders of the community and when eyeball to eyeball decide whether they are telling the truth about their participation or non participation in the mayhem that occurs.And help decide which city leaders would make good representatives to the new government. They will find whether ambulances are being used by the insurgents to transport fighters or explosives. My belief is that our troops are well-diciplined and follow orders as close as possible, that they do not steal or rape or shoot civilians. But if fired upon they will return a murderous fire that is a hazard to anyone in the immediate vicinity which does harm a few innocent (or stupid, curious) bystanders. IMO those young Iraqis are crazy, to be dancing around our burning trucks without knowing if explosives are still aboard, or otherwise rushing to where the action is. Overall I believe the US will come out looking pretty clean That agreements will be reached that the insurgents must be dealt with in some way such as being captured or disarmed.
