The entire operation is premised upon the danger of falling into civil war once the Iron Fist was taken away; there is a push for a federal solution, rather than pure democracy, that would reassure all factions; Now maybe I'm just a bit different in how I define democracy, but a Federal solution is perfectly fine with me.. Because I believe it's nearly as democratic as unicameral (parliamentarian) government, if not better.. A federal government would limit a tyranny of the majority, while also securing minority rights. I believe that such a government is the ideal balance between freedom and order for ethnically diverse societies and provides a nice set of checks and balances. The only other form of government that might be satisfactory would be a constitutional monarchy.. The key is that the government must be accountable to the will and needs of the people it governs.
