You are quite wrong. The terrorists are the same people who like to set up police states in order to enforce a rigid version of Shari'ah or Ba'athism. Bullies are not always cowards, but they do have a taste for forcing people to do their bidding or giving them a good smack. What is true is that their frame of reference, in which strength is venerated and weakness despised, makes them target the weak and only have respect for the strong. To put it simply, they will push people around as long as it works, and will only stop if it is too costly. As I said, this includes suicide bombers, who would very likely lose their enthusiasm if the cause appeared hopeless.

If you think that you can intimidate and cow ideological terrorists by the use of massive force, you simply play into their hands. After all, they exist and thrive when the strong can be seen as abusing their power. That's when their world has true meaning.

Actually, you're partially correct, and partially wrong..

The terrorists themselves are the motivated and brainwashed "foot soldiers" of the revolution. They are wiling to risk and lose their lives for their cause because that it is what they have been indoctrinated to do by their leadership.

Which leads to where you're wrong.. The leaders and facilitators of these militants ARE cowards, because they are more wiling to send the youths they have brain-washed to their deaths, rather than sacrifice themselves (obviously there are exceptions)..

These leaders see themselves as more important alive than dead. Which is why we haven't seen many of the actual clerics who instilled this radical ideology within them take actual part in the combat.

And it's the very same reason that Hamas leadership is ducking for cover. (for now)..

But furthermore, those who would finance these clerics and terrorist activities are not on the front lines either.

But they are just as legitimate a target as the front-line terrorists.

Because it is they who are seeking to change the political and economic order for their own benefit, just as Iran's hardliners have done.

I feel truly sorry that so many muslim youths have fallen under the spell of these radical militants, seeking to create a totalitarian Islamic caliphate, and global Jihad.

But it would appear we will be required to kill them, or force them into hiding.
