The only problem is that the Chinese system has yet to work out an effective way to promote the best and brightest to the government leadership<g>. The reason for plenty of people getting promoted in gov. agencies is because of their ability to flatter their bosses<g>, not because of their professional ability. But keep in mind, there are always exceptions
