The reason for plenty of people getting promoted in gov. agencies is because of their ability to flatter their bosses<g>, not because of their professional ability. But keep in mind, there are always exceptions. Yiwu, That special ability is equally important in corporate world too. Especially in bigger corporations where layers are too many and where a small set of exceptions don't and cannot make a big difference, unless the corporation is in a state of despair to reinvent itself or on the edge of death.
