One of the ways effective change happens is by utterly wiping out the enemy. That's how Turkey managed to establish a viable secular state--they killed off the opposition. The most effective thing to do, given that we're in Iraq on a huge gamble anyway, might be to raze Fallujah sending the opposition to the next life, take the inevitable extreme heat, and get it over with.

And someone must level with the american people

I would rephrase - someone must spend more time talking seriously to the American people. The trouble is not that the Administration set out to deceive, but they didn't want to discuss best case vs middle case vs worst case scenarios at all, knowing that it would just lay them out for a ton of political grief. So they stuck to stock phrases "we know this will not be easy", etc. without discussing what the strategy entailed.
