Wrong. Most international terrorism involves small cells circulating over borders and it HAS to be an international police-intelligence cooperative action or highly surgical strike, not a military action. There are no countries in the world except sometimes Syria and Lebanon which actually harbor terrorists. Even Iran is a mixed bag. All other terrorists could as likely be in any city in Europe or the US. The Axis Of Evil speech was the stupidest speech ever given by a US president. It was meant to excite ignorant rightwing dupes and little of any relation with reality.
