Pure garbage and speculation. Richard Clarke, O'Neill et al clearly indicate that the level of action during Clinton admin was very high (while not high enough) compared to Bush admin. IMO, biggest failure of Bush admin was not even Iraq war. It was the failure to capitalise on the good will of the entire world and using that easily make a positive change in M.E. They could have easily eliminated A.Q leadership and many cells if that was his single minded focus. But NOOO, he was fixated on Sadass. Or maybe he was doing the bidding of Ariel Sharon at that time, who knows? You can pick and chose your version of story and it is your prejorative to stay in suspended disbelief about it.
