If we go into the Wayback Machine, you will find that the original context was my speculation that the THEN UNACKNOWLEDGED Israeli nuclear capability was a big secret - for Israel. Especially with all the UN resolutions before them. I'd speculated that the Israelis feared SOVIET deployment of nukes or bunker busters in Egypt. That was the "loaned nukes" context. It is now apparent that the US does this, so why not the former USSR?
