Could someone please define for me what a "successful war" is?

When I wrote the post I was wondering whether I should put the "successful" in quotation marks. In any case my description of "successful" would be achieving the strategic goals with a minimum of "resources", especially a minimum of wounded and killed humans. In the case of Iraq there were at least three goals:
(1) Topple Saddam
(2) Abolish WMD threat
(3) Establish democracy
(1) is done, (2) needn't be done. (3) is still undecided.

Now am relocated to Australia - very different perspective around here.

I guess it more resembles the European mood :)
