The multi-megaton monsters the USSR built were country crushers. Lob one east of the Mississippi and you take out Washington. We built some pretty big ones ourselves. Titan had a multi-meg warhead. Though blast effects are not linear with yield; blast effects are inversely proportional to the radius*2. They had some difficulty with accuracy so they made them bigger.* Which provides the basis for a hypothetical question.
