I saw that military briefing. My impression was that Coalition command was contacted by local civilians who wanted to discuss the situation. During the discussions the insurgents, who are tiny percentage of Fallujah population, attacked U.S. forces from the train station. The U.S. commander said the plan is to neutralize the small group of trouble makers.
