so why should it go down?


it's pretty simple. the assets they were required to hold by law grew slower than the obligations. a lot of the steel makers got hit by higher medical costs. also, the inverse pyramid effect happened quicker in steel as more production was offshored. this resulted in fewer active workers per retiree.
