It never made sense for Saddam to still have WMDs. They were of little use to counter the American Army which was his only real threat. His major problem was sanctions, and as was shown in the mid 1990s, a weapons program just got in the way of getting the sanctions lifted. Saddam was on the Ghadaffi track to "reform".
