Re: I think if Mrs Kelly had been more "concerned" they would have had to reopen the inquest but, clearly, she was too frightened to fight with the state especially when she needed her late husband's pension to live on.

This is a good approximate answer for about 50% of George Bush's support. No one wants to rock the boat, even though it is heading straight for a crackup on the Barbary Coast.
