I'm sure it would have unintended side-effects like you described. One them would obviously be a flight from the U.S. I'm sure that if the draft is ever brought back, the wealthy will write some loopholes into it, so their sons and daughters are able to manuever their way around the draft. It will wind up snagging the most vunerable and least powerful in our society.
