I am sure that the reason for Bush and Cheney to be interviewed together was so that they could not be crossed up in separate interviews.

Clinton and Gore were a different kind of team. I don't think that Clinton relied on Gore in intelligence matters the way that Bush relies on Cheney. In fact Cheney created his own intelligence agency...separate from the CIA and FBI.

Also, I don't think that Clinton's (or Gore's) testimony was public...though they may have been under oath. It's curious indeed that Bush was not under oath.
