Al, Fundamental social needs, upon which life or death hinge, should be inaliable, equitable and not elective or subject to the whims of charity.

I doubt your vision of a "utopia" isn't going to be immune from such "whims of charity," much less the whims of those who can and will take advantage of such a system.
