Maybe the timer was made in North Korea. Sorta like early Japanese products.

I'm sure that it's tough to get permission to go to the potty under that police-state regime, so planning and executing an assination would be pretty tough. And, most of these dictator jerks are constantly changing their schedule to throw off the opposition.

A malfunctioning timer could also ruin an otherwise good plan.
