The way Bush and Cheney's testimony was handled
was the same way it's done with Presidents/ex-Presidents.
Clinton's testimony was handled the same way.

Bush did not just have advisors with him.
He had Cheney to answer the questions for him.
It's emblematic of his position as figurehead and not head of state.
