Maybe regional governments and militaries can morph into a national force and govt at some later date.

My initial reaction towards the Fallujah situation was "kill em all and let God sort em out!" But upon reflection, I realize that we can't do away with everyone in Iraq who hates us, and that we are going to eventually have to let the Iraqis be Iraqis. The transition period is going to be murky. Made more so by the media.
