I doubt if Palestinians are the best educated Arab nation. Iraq, despite its myriad ills, was a place with education available to all (women and men), in line with to its socialist style government.

"Among all Muslim states", on the other hand, Palestinians cannot be the best educated, as that includes places like Turkey with eight years mandatory education and zillions of high schools and universities.
