It is a reasonable alternative policy IMO. Employers wanting to bring in workers would pay for their citizenship. At the moment the lawyers get all the money in this game and the government charges minimal fees ($2500 for an express H1-B less for green cards I think but am not sure... ).

LLCF, locals lose to foreigners and this doesn't make them happy. They make the mistake of educating their kids in the wrong professions. Engineers and managers let their kids learn middle class 'good' professions like drama, music and other non-saleable professions. They see the foreigners with the right skills taking jobs, making money, buying houses and living the way they like and not the way the locals think it is 'appropriated'.
