Your post is all but excuses for Bush's failures. You are blaming Carter for the intelligence failure during 9/11 and its aftermath? Bush is the first president in my living memory who refuses to take responsibility and say "What can i do, my intelligence agency failed me?" Isn't he the President and thale the lead in driving things?

The CIA had to be overhauled. Back in the 70's and 80's it had gone way overboard, running secret wars, assassinations, running drugs, coup d'etats, etc. all without congressional approval, all against the law.

Therefore the reforms were necessary, though some may have restricted the spooks a bit too much. But remember, the Cold War ended in the late 80's and all of a sudden most of the CIA's mission was pretty much gone. It wasn't until the mid-late 90's when the community started to realize that terrorism was the next big threat. And terrorists teaming up with mafias as John Kerry spells out in his book "The New War".

In 2000 and 2001, Kerry, Hart, Rudman, Bremeber, Clarke and many others warned Cheney-Bush about the terrorism threat but they did nothing. Why not? Saudi ties? Fixation on SDI and other projects? It's so shocking that the Bush administratiuon did nothing on counter-terror prior to 9-11 and were still frozen in time as if the Cold War was still going on. Cheney and Rumsfeld (being Cold War mindset dinosaurs) were probably the most to blame.

The other big failure of Cheney-Bush is that there is never any accountability. No one gets fired unless they tell the TRUTH. Amazing.
