I think a large part of it is his style. When he's wrong, they don't admit he's wrong, but change the policy to something else that might work. Pragmatism with strong words, I say. After Clinton, who couldn't hold a firm opinion on anything, Bush must look like a tyrant to some people.

The one truly ideological move I think the Bush admin has made (domestically) is in judges. They're trying to remake the judiciary along Federalist lines. Thomas and Scalia are open advocates of it - something JohnM mistakes for "states' righters."
