Canada has a standard, National Instrument 51-10 or something, that standardizes the guess work.

At one time (1920s ?), there was a tax in California on oil company assets and reserves. I believe this led to occasional low estimates.....

Barnett Shale has also been changing - new technologies, knowledge etc. - plus it looks like you can frac the formations again and get more out. Some even 3 times...
